Second step: If the Union moves to the first stage or is not satisfied with the response of the first stage, it may file an appeal in writing within seven (7) calendar days of receipt of the decision of the first stage or, if the first stage is circumvented, within twenty-one (21) calendar days from the date of commencement of the events. or from the moment when the injured party should have had reasonable knowledge of the complaint. The call for Step 2 must be addressed to the Dean of the Postgraduate School and a copy is sent to the Assistant Vice-President for Industrial Relations. The Union recognizes that the Dean may decide to designate other appropriate employees of the University to act as representatives of the University for the purposes of this Stage 2. The Dean (or Delegate) and the Vice-President of Labour Relations (or candidate) meet with the union and the respondent within fourteen (14) calendar days of receiving the Stage 2 appeal and provide a written response to the remedy within seven (7) calendar days of the meeting. The requirement for a meeting may be abandoned by mutual agreement. U-M has collective agreements with various labor organizations representing selected employees who perform certain roles on the Ann Arbor, Dearborn, Flint, and Michigan Medicine campuses.
